Pedestrian level light can be provided by poles shorter than street
lights (10 to 15 feet; 3m to 4.6m) or by bollard lights. Lights should
be directed downward to prevent night sky pollution and concentrate light
where it’s needed. Pedestrian level lighting is most appropriate in
areas where there is pedestrian activity in early morning, evening, and
nighttime hours.
